You can only use convenience stores to pay taxes if the payment slip has a barcode and it's before the tax payment deadline.
Smartphone Apps
You can pay city taxes via scanning the barcode on the pay slip with your smartphone. This way, it's possible to pay at any time without going to a convenience store or the bank; please consider taking advantage of this service.

What Taxes are Payable by App?
- Individual municipal tax (ordinary collection)
- Property tax
- Light motor vehicle tax (various types)
- National Health Insurance (ordinary collection)
When Can't You Pay by App?
- If payments are past due
(Caution) Excluding reissued pay slips, demand notes, and payment failure notices. - If the pay slip lacks a barcode
- If the payment exceeds 300,000 yen
- If the amount on the pay slip has been changed
- If the pay slip's barcode is unreadable due to soiling/damage
Important Notes: Please Read!
- Receipts are not issued for smartphone app payments. If you need a receipt, please pay at a financial institution/bank, a convenience store, or Oshu City Hall's Tax Payment Window.
- If you pay your light motor vehicle tax by app, the receipt for the tax payment certificate (for recurring inspections) will not have an official stamp, and so cannot be used for vehicle inspections.
- (Caution) You will have to go to Oshu City Hall and apply for the tax payment certificate as a separate document.
- (Caution) Oshu may need 2-3 weeks to verify the payment.
- You cannot use an app to pay taxes at a bank/financial institution, convenience store, or the tax payment window at Oshu City Hall.
- If you pay by automatic bank transfer and wish to pay with an app, you must cancel your transfer payments at least a month before the deadline of the tax payment in question.
- There's no service fee, but phone data/connection fees are the payer's responsibility.

You can pay at Main City Hall's Tax Payment Division or at your local branch office.

- (Caution) The payment deadline is the last day of the month in which taxes are due. If that day is a holiday, or in the case of taxes due in December, the deadline is the next business day.
- (Caution) If prefectural/municipal taxes are deducted from your salary, payments are divided into 12 installments from June to May of the next year.
Issuing Tax-Related Certificates
You can get tax-related certificates issued at Main City Hall or your local branch office, as well as at convenience stores.
1. Issuance at the window
- Hours: 8:30AM – 5:15PM (except for weekends and holidays)
- Locations: Main City Hall, Tax Payment Division or the citizens' services counter at your local branch office
2. Issuance at a convenience store

(Caution) The applicant in question is the only person who may receive tax certificates obtained at a convenience store. Certificates for renewal inspections, pertaining to light motor vehicle tax payments or property, are not issued.

4. See the chart below for certificate fees. If you use your My Number card or basic residence register card to get a certificate at a convenience store, it will cost 200 yen.

When Paying By Bank Account Transfer
If you set up a bank account transfer to pay your taxes, your taxes will be automatically paid from your account without a fee. You won't have to physically go to pay your taxes, or worry about forgetting. Please consider using this convenient service!

How to Set Up
Please bring your bankbook, personal seal (inkan), and tax notice (noszeitsuchisho 納税通知書) to your bank.
For Those Living Outside of Iwate
If you don't live in Iwate, you can pay by smartphone app, at a convenience store, or at your local Japan Post Bank (within the 6 prefectures of Tohoku) as long as you haven't missed the payment deadline. If you have a payment handling slip, payment is possible from a Japan Post Bank anywhere in the country.
